This is a complete drum up. Soldiers are often placed on duty without actual ammo. Its meant as deterrent and to intimidate. Its not even a fear that theyll use it on civilians, its because national guard nitwits have a habit of having negligent discharges.
I’ll try not to have any negligent discharges if I get in.
Also, theyll often get issued one mag thats kept on in their rack, but not loaded. Condition 4 is pretty standard way to walk around in environments without an actual threat, but you keep personnel accountability of your weapons.
