The military starts shooting on the citizens on the orders of the government that a substantial portion of the people thinks is not only wrong but illegitimate. That government in other to shore up it's legitimacy resorts to force.
Biden/Harris recognize this is the case in the US right now(viewed as olegitimate by half the US), So they are going to resort to force.
