I think that is a smaller percentage of people who have genetic or health reasons to be overweight. I believe the majority of overweight people are not exercising and not eating healthy, for whatever reason.

anyhow, @Maw maybe talkto your friendly neighborhood fat person and ask them about their thoughts on this issue, ask them if they would have earned more money in life if they were skinnier, and then ask them how lazy they are on a scale of 1-10....

My mom is overweight, but she makes good money, and I've spoken to her about it on many occasions. She has tried dieting, it's hard. It's not a secret that dieting and exercise are difficult.... especially to make a permanent change.
Don't worry, if they ever have to investigate their asphalt temperature challenge, they'll leave a golden goose in the toilet.
100%, it gets harder as you get older, but everyone is capable of being skinnier and more fit/healthy.
It's not as equally easy for people of different genetics to get fit, but it's possible for anyone.
I would go even farther and say not only is it possible, but it's probably a little different needs for each individual, based on how their body reacts to different foods and exercise types. You just have to find what works best for you.
Which is why dieting is so difficult... one thing doesn't work for every person.
