they believed in states rights yes, but to be a state you had to abide to the constitution

Soo... either the phrase "the people" means one thing in the entire Bill of Rights or it doesn't. I am asking you both which of do you think is accurate.
Does the phrase mean the same thing in the first 10 Amendments or different things. We can focus specifically on the 1st, 2nd and 4th... for simplicity sake... if you wish... but its entirely up to you.

"the people" is too granular and depends on the sentence its used in quite obviously
I mean it's different (holy deja vu there for a moment) based on if the bill of rights is saying something is an individual right, limiting federal rights, or delegating rights to the state (e.g: the people)
There are positive and negative rights.
