No, The Insurrection Act is exclusively invoked when certain districts of a state or nation do not follow the law in their usual way and are severely violating civilian's rights. The President has all means to step in, invoke the act and deploy militia or the national guards to suppress the rebellion.

No. What this argument was originally about if we should give power to trump. Picture a republic like a pyramid. In the bottom and the biggest is the voters. They decide who is the there representative. Without the will of the people there will be no representatives. The each rely on each other. When some one threatens to make the representatives serve themselves as not take the will of the people. That become an oligarchy not a republic. A republic is a democratic system. Taking out the democratic system would make it an oligarchy not a republic.
