I can’t tell you how many times in my life I’ve seen somebody put a kettle back on the boil when it already had water in it.

Not an expert here, but I think its more about concentration.
Simmering twice to make tea, no biggie, boiling for long time (twice) & reducing volume, is where bad concentration levels occur.
