There's an existing practice in project management called Earned Value Management.
It's basically money over time according to the plan v. money over time according to reality. Then they play with the numbers.
Now there's Earned Schedule Management, which is the same thing, except just time.
But they changed a bunch of the names in a less than intuitive manner so I get it but I don't...
