the percent of registered voters is not from this election cycle
more people have registered to vote since then
so if you take ward 274 only 600 voted in 2016 this time 1200 voted

those numbers are based off of registered voters, actually. To put it in other words, this data represents, that more than 100% of registered voters, voted. That is a problem
