The government requires money to function. The debt doesn't cause the money to go away, it only causes more of a deficit

I'm just saying if they lose Tibet, they are really gonna have to figure out the water issue.

If they figure that out, then once again, rebellion seems far less likely.

If they can at least fix a lot of their issues, their collapse won't happen, and Mao Zebigdong gets his nation to live longer.
