I know the rule says that memes have to be in English. Many times I see funny things in the Russian speaking world. I could:
1) translate and add English text with the photo (easiest and fastest)
2) using an image editor type English over the Russian text (effort and time)
Which would keep the moderators happy?
why not just re-make it with English text?

@Jackson Doff Rule 2 is also referring to roleplaying. The message in memes that he sent, as well as the message above, both give off the same "vibe"/speaking pattern/style as Borat may. That, plus the way he was acting in General, made it clear that he was trying to roleplay.
