issue is, Tear Gas is supposed to be used as a crowd dispersal tool for a group of people that have become too unruly with their antics or when the group is violating curfew orders set out by the city government. And if you want to look more into what has been considered as crowd dispersal tools in the past, you will find that Tear Gas is one of the most human tools that the PD has chosen compared to the likes of the infamous "Street Sweeper" which was a high fire rate 12 gauge semi-automatic shotgun with a drum magazine
