from the first paragraph looks like if the Gov of NY can start rounding up people he thinks are unclean in the case of a pandemic

yeah detention orders for confirmed cases of contagious diseases until they can be determined to be not contagious any more

it's got some provisions in there mainly it looks like you'd be detained in a CDC certified quarantine facility, then medically tested till they can say you don't have the disease or you're no longer contagious

not exactly rounding people up in ghettos but it's a forced quarantine by a state agency, and you can appeal to state courts or wait till the state health department says you're clean
