nah the bitrate is just how much data the encoder uses per second of video

I contacted Lenovo support and they said the bottom fan is outtake to push air under the graphics card and to prevent dust

because that is NOT how it works, well i guess it would prevent dust by not having any airflow

Most of the time the lag is because of the encoder, not the bitrate
If it’s OBS, change the encoder to NVENC if you’ve got an Nvidia GPU
CPU encoding is usually better quality than GPU encoding but you encoding is a lot easier with GPU because a task like this, GPUs are optimized for. That said, even if an old GPU which will give worse quality then a new GPU is usused for encoding should not make 1080p look 240p.
