I don't know why there's a health advisory against it, but using pieces of metal corrogated roofing and sunning bottles of water on it for 3 days or so is pretty common where there isn't a water supply system.

Also, the pipes in some places are incredibly toxic, so drinking strait from the tap can be hazardous even in north america

Putting plastic bottles out in the sun/in very hot places can make the plastics release toxic stuff into the water. So I would strongly advise against doing it with plastic bottles.
