Mel Bernstein is a "collector" and the vast bulk of his "collection" fall under the collectable firearm clause of Colorado law. I didn't see the interview, but rate of fire is a common topic for gun owners, especially those of us with full-auto firearms. Don't know when the interview was made, but Colorado hasn't been in the top 10 gun friendly states since the 1930's. In MOST states it takes less than an hour to purchase a firearm, if the purchaser is allowed to purchase said firearm. Its not the worst like New York, New Jersey, Massachusetts, Washington, D.C., California, Maryland, Rhode Island, Connecticut, Hawaii or Illinois, but it is not what I would consider friendly.

I have had fiocchi shotgun rounds fail on me or not have primers in them.
Must have been counterfeit. I've been using Fiocchi ammo for decades without issue ever. My wife used their shotgun ammo in competition for years because of its stable dependability.
It was provided for my team for state and national competitions by fiocchi through a grant. Both me and 2 fellow teammates had failures with them during the course of the year.
We now shoot Winchester AA target loads. (also provided by a grant)

Doesn't matter who provided it, but who actually manufactured it. China started counterfeiting ammo a decade ago, so who knows, sounds like someone got a deal. I've run thousands of rounds of their handgun ammo without issue and have seen my wife run thousands of 12ga rounds without issue. That said, there are many reasons for a round to fail other than bad manufacturing (Wolf, Tula, Bear, etc) like storage, moisture, age, firearm, etc. Missing a primer is a radically rare event as such is dangerous during manufacture allowing powder leakage on the line.

Maybe we did end up with Chinese counterfeits though I doubt it because it was provided to us and many other teams by fiocchi. I have used there 9mm ammo and have not had a problem with it. We also could of just got a bad batch to.

You could also be right about storage seeing as how the entire week it was raining and it was hard to keep anything dry although the missing primer was still fun to find.

My buddy was charged with multiple drug related felonies a few years ago but they never called on him to go to court. If they never took him to court does he technically not have a felony?
