i think domestic abuse prevention is a thing. i am just not sure what is the extent. if it's repeated, then it's domestic abuse. and if it's not then certainly the government can consider it as an occasional beating to whip the kid into shape? one thing is that sometimes domestic abuse parent(s) are very cunning and never left a mark (or even beat the kids at all). so it's a tangled mess
