Based on the bits of info from MKULTRA, it's highly unlikely. At best, most mind control simply involves putting the subject in a suggestive state and dropping subtle hints. Otherwise you just feed them a bunch of hallucinogens' and hope for a result that's somewhat close to what you wanted.
