To paralel military strategy, this is a classic variation of "fire and maneuver". You use one element of your force to fix the enemy in position so that the other element can skirmish at will with little resistance (making the cops look vulnerable). And then, just like special forces, you pull out prior to superior forces being able to muster and engage you. They've trained with hamas, antifa's strategy comes straight out of the hamas playbook.
