I got a question for my governmentally adept discord mates.

I couldn't vote due to lack of I.D., so I did a ballot. The people running the thing handed me a ballot, and my mom helped me fill it out. I didn't know anything about the ballot process, I didn't even know you had to vote for multiple people. But they gave me a yellow envelope and the ballot and I filled out the ballot and everything and asked if I needed to put the ballot in the envelope and they just took the ballot not inside the envelope. Is that normal practice or something? Do they put in the ballot in the envelope?
