Next thing you know they'll start rationing. Realizing quickly that they can't ration against the will of a 300 pound man. You can't reject his body image so he _needs_ to eat more. They'll quickly be inclined to perform work for IOU's.
Some people will work harder in that area, the people that do will be upset that everybody else is getting equal amounts of IOU's, so they'll demand more.
Next they will realize that some people are eating more and demand that they give that food to people who have less to eat.
The cycle continues.
Socialism only ever works on very small scale, any larger and you will have at least one who is just a leech.
Maybe they'll realize you can't import people and have it be successful 100% of the time.
