From all people you have heard want to defund the police...

How many of them wanted to do it from a place of efficient allocation of resources, and so as to make police not partake in tasks that hinder their job?

None.

And how many of them wanted to do it for the popular reason, that the system of police is racist or corrupt and it doesn't need as many resources?

Every one I've heard it from was for the second reason.
