The Wal-Mart in my town has this ... rentacop that makes sure everyone wears a mask at the entrance but at least half of the people take them right off once they're in.

Our local PD says they won’t respond to calls of people not wearing masks. They won’t enforce it.

it's an offering and acceptance

even then you can't refuse service to someone for not wearing an accessory
