@DontBeAnIdgit Because generally when someone pirates a move it isn't them doing it on their own. Also, notice that it is the maximum penalty, not the minimum.

But they aren't usually going to charge you or have that sort of fine. That is for people who pirate movies and post them on websites to further other's pirating. I'd look at the BitTorrent case and how widespread that is.
