Remember, this is also the government spending bill. If the deadline passes without it signed the government goes into shutdown mode. Why would Trump give up that position without something in return
Also, keep in mind Trump is not an actual dictator. There are rules and procedures that he has to follow. He already redlined and held that stuff out that was pork. Also if he had vetoed it, Congress could have just overridden the veto anyways.
