Does the voting by mail violate the the Penn constitution

I have been trying to find the PENN consitution it doesn't say otherwise

As i recall changing to mail in ballots was voted against by their legislature and somehow either the executive or judicial branch illegaly changed it a few months before the election.

It was then somehow the pa supreme court somehpw overturned the federal judges ruling which is why its going to scotus.
