Like there's already fuckton of variants of AKs and M4/M16s
Problem is scale, if you try to make a mosin with modern manufacturing with modern margins you are looking at 600 dollar rifles at least
ARs are cheap because there is literally wartime production to keep up with people who like to shoot at the range, AKs aren't cheap as they were and even before export bans they were climbing
Well, the ruskies made like, 40 million of the fuckers
so there should still be plenty around
Out of the 40 million a couple million were lost in the fog of war, another couple million were worn out and scrapped and another couple million sent around the world during arms sales and communist aid
So in the grand scheme of things you have maybe hundred million people who might want a cheap rifle and have the laws that are fine with them having a bolt action with minimum hoops
And there are maybe only a couple million to go around

You just need a large enough factory

The government could swing it but not provate investment
The machines to make it became rebar decades ago
And back then manufacturing even a mosin required a decent amount of hand fitting, jist the hands were cheap
