On ThinkPads you can cut the power to internal devices via BIOS
I don't know if there's any backdoor though
and many manufacturers (Asus for example) has that too
But at least from an operating system point of view, the camera is completely inaccessible / doesn't exist if cut off from BIOS

Well early-mid 2000s HP laptops had such switches
I used to have a HP DV6 early 2000s and there was a switch for the cam, a switch for the mic and a switch for the wifi
Which was annoying because I kept accidentally turning things on and off with my arm while typing
and librem laptops have it too iirc
