I remember HTC were autistic like that with unlocking bootloader

But HTC lost me as consumer
I still can't figure out how to unlock the int version
Also htc killed the support for the software
gf's brother used to work for HTC in software engineering up to two years ago so it was possible to buy dev versions of the phones though him

I had the blobs to run code on the A9 on bare metal but I am not sure if I am even allowed to distribute them...
I really never went that deep / never tried anything out
I just got it because of his employee discount
