I was in Puerto Rico a few years ago. Right after they held a referendum on statehood. I asked a young lady about it. She wanted to be a state so US government would come in and clean up the corrupt Puerto Rican government. I had to tell her that it doesn't work that way. Each state is responsible for cleaning up it's own corruption.
