People think the process is limited to only the things they themselves can personally conjure. That's why most of the theories are laughably facile, relative to what is actually in place. They thought it through.

@Zuluzeit one easy and Occam's razor explanation is that the capital of the big precincts and big counties and people saw all the same stuff because all the same processes were going on and it was just chaotic.

It's kind of simple.
