I don't know how they justify what is essential and what is not. Seems to be no Standard.
Seems arbitrary. The phrase “Every business is essential to the employees/owner (+ families) it supports financially.” makes the most sense to me.

@busillis however, actual effective countermeasures would be even more unpopular than masks, which is why most politicians go for it. It makes people feel the government is handling it, while not having their lives that limited.

It takes away any Personal Responsibility and Decision Making on the Public. If a Person is self identified as High Risk. They should be able to determine their Behavior.
