Every presinct in that county has to submit a list of voters that participated and the count of those voters. Which are tallied by clerks and canvassing boards both. Ballots dont just fall out of trees. The votes they count have to match the voters that participated. Occasionally they are off a bit but not bathtubs full of illegal votes you dream about swimming in.
