I get that, I just don't see how it moves the agenda of the people forward, for that matter I don't see the people's agenda getting moved forward at all, I see the agenda of the corporations being of primary concern.

There are two possible reasons why heads of state are very rarely arrested after leaving office:
1) They are extremely honest
2) They are able to avoid prosecution

able to avoid prosecution implies it's the individuals effort to do so. It's not. It's a procedural necessity to have a head of state at all.
