What if one case proves there are 6000 illegal votes in the duplicated ballots but it is not enough to overturn the 12000 difference so it is dismissed. Then there is another case that proves there is 5000 illegal votes in the mail-in votes but it is dismissed because it is not enough to change the results. Then there is a third case that proves there are 4000 votes that were switched in the voting machines but it is dismissed because it is not enough. The election stands even though 15000 votes are proven illegal? More than the difference.
