Somebody synthesized a significant amount of explosives and created the primary explosives to detonate the aforementioned explosives.
They did this at great risk.

Look empty restaurants (that downtown don’t usually open till lunch time) to the left and a sturdy brick building that isn’t a apartment complex to the right. Low risk of hurting someone Christmas Day

So what is it,
He had a warning system to evacuate.
Right he wanted to minimize killing someone
He picked a time and waited until there was as little people as possible.
That was top priority for him
He shot a gun multiple times (most likely) to wake people up.
Thus he also picked a spot that would aide in that goal

They were speculating on those newscasts that the gunshots were on the recording or on the computerized whatever..
Why circle the area for 4 hours.
Because a street is more dramatic
Maximize drama without killing someone
Then why not blow up next to a concert?
To make sure the streets are as empty as possible
Because that’s high risk of hurting someone
