The sole arbiter of votes is the Secretary of State of each individual state. The Secretary of State is almost always unable to give previews to the individual parties due to disclosure laws in America, which means that the public receives the official count (also called a certified vote) at the same time as the parties. These results are posted on their websites.

The fact is that no one knows what is going to happen as votes are being counted in a very methodical fashion unique to each state. Google, the broadcast media and the newspapers are all listing their predictions for every state. This is not the same as the results for every state that are officially issued by the Secretary of State.

That is because the Secretary of State issues, confusingly, an official unofficial count. Yes, you read that right. The official count is accurate, but because all counts leading up to the official certified count can be challenged or retracted with relative ease, it is technically unofficial.
