Plenty of bespoke custom guns in europe still, just you need to have a high degree of skill and need to work in a team. Dont think guns were made by single craftsmen in hundreds of years actually. Most build work is polishing and modifiying designs with occasional milling of custom components.

I'd have guessed (at least for germany) that you don't even get a pipe onto your welder before standing 5 years in line for some idiotic permissions and whatnot
Gunsmithing is pretty informal in the US and has always been given there has never been a national proofhouse since the inception of the US (not that you arent very liable if something goes wrong because of you) you can go to a private school to learn the basics which is essentially a crash course in engineering, woodworking and fabrication which is normally two years or you can just apprentice and hope you get kept on/ learn enough to start.
Or you can start out in your garage with a title 03 dealer license which is like 300 bucks in fees and sticke out on your own using word of mouth to grow your business as long as you keep your taxes, stamps and financials in order.
