if you restore a phone to the factory settings would it restore the os to the original version of it

no that just resets it to fresh install, aka removes all data and returns it to stock
if you want original os you either restore from backup or flash the stock rom that you can download from the internet

it was an issue a few months back
pretty sure it still is
you can however rollback to an older version of miui 10 though
just not to miui 9 and below
great now I have to watch soma pajeet's video to figure out how to fix this
