Most of the criteria are pretty easy here, I think they're talking about making it harder
I feel your system is flawed in the sense that it gives very little physical feedback to the kid commiting to the loan

So naturally, they'll get complacent and accrue major debts without realizing it

scotland doesn't have tuition fees
less burden on you
english get sucked into a sense they have to study and to study they need maximum loans
so they're not all that interested in the terms

so you'd need to move during high school or something
you can come from anywhere, as long as you've been here 3 years you get it free

they get so much money from chinks they give away free education to the English if you beg for it
