So I had to take a long break from looking into it, but initial troubleshooting steps seem to indicate that SDXC cards (64g and higher) need to be specially formatted in FAT32, as well as NOOBS actually being totally unsuitable for the Raspberry Pi 4...maybe.
I'm finalizing formatting the card (total overwrite no less, not sure why they think this makes a difference) before dabbing out to guiformat to make it a fat32 card.
Then flash Raspbian. I've made a shitload of Live USBs of Ubuntu over the last few years, so I'm mostly familiar with this part.
Hopefully it just wasn't able to read in exFAT card and will otherwise work fine. I really don't want to return this shit and wait another umpteen days.

Ours has beengreat for some applications, like how UBlock Origin is great for some applications. Together, I'm 99.99% ad-less.
There's still some fuckery when a site loads an ad from their own domain, or advertises themselves obnoxiously.
