answer is : increasingly often but sametime less and less as time goes on
more and more people realise that they can simply switch parts on their desktops .. at same time part "upgrades" become less and less power per dollar effective
5-7 year old cards being still valid on medium/low tier gaming without any problems and id estimate if you get state of art card now it takes 10 ish years for new performance capsu~
(numbers somewhat pulled from arse* and based on the fact that i saw R9 290 being "min requirement" on some game just few days ago)
My rule for now is don't buy anything that doesn't give you at least 30% improvement
as the NM processes advance it becomes harder and we are already reaching the point manufacturers are out of gimmicks while R&D is running so "12GB RAM ON GPU BRAHH" is the sales speak
if you cant make it faster throw more shit at it
they are trying hard not to become commodity
