@Droidbot internet stability isn't there globally for stadia or the xcloud
it is in conus, china, europe
those are the main markets
and for the most part people will be streaming using hard wire internet or 5g, so low latency and high connection reliability

Also most people slept on it and it went unnoticed during the xbox conference but the xcloud turns your xbox one into a server to support xcloud. So you got that hogging your Internet so some other xbox chump in your neighbourhood can play on the "xcloud"
