if you take apart the phone and plug it in and poke the charging port pin with a multimeter and it has successfully negotiated a higher voltage from the charger then the meter should show a higher voltage across the d+ and d- pins
the d+ and d- pins are data pins
wait yeah i forgot
the standard raises the vbus pin
d+ and d- never go higher than 3.3v

the point is that the phone actually gets 5 or 9 or 12 or 20 volts and then the battery does not, but the power is converted to amps and thats what the battery sees

power can't be converted to amps
power is a function of current and voltage
current is measured in amps my droooooog

batteries don't see amps
they pull them as desired
you can only limit them

the phone cant just start radiating 10watts in heat and the battery magically charges faster based on nothing
it limits the charging current less
but this only helps you the first ~50% of the charge

Look up videos explaining charging generic lipo batteries, the ones used in drones and such
Exception being that most of those battery packs are usually several batteries in series, parallel or both
While phone batteries are always 1s afaik
I think apple used to put two in parallel to get their stupid L shaped batteries
There's two stages to charging lipo batteries, constant current and constant voltage
If a battery is very empty (< 50%) you charge it with a constant current, usually around 1C
