i guess it depends a bit by country what you "get" with the license

its backbone of emerency communications and what not and clogging up those airwaves with shitty equipment and bullshit can at worst risk lives

hell you can can jam few blocks of car remotes for cheap if you have wrong equipment continously sending

so from mild annoyances to possible scenario of loss of life

aren't there other options for those services to communicate
