so it basically means the share percentage of offered shares they can own up to 100% of available shares on the market offering, but still only own 49% of the big tech biz that offered the stock
fb, twitter, and most of the other big tech in silicon valley....they're dod/darpa owned meaning usa taxpayer owned
there is no banking buyout of the tech firm from dod/darpa
got a friend who works in silicon valley...but his biz is outside of it because he didn't want to share ownership of it with the gov
