```Because somewhere around 1900, the fashion changed, especially in physics. Theory had tended to mean "far-fetched, over-complicated, speculative explanation" and law had tended to mean "well-established regularity, presumptively decreed as a literal law for natural things by God". Suddenly that changed. Scientists kept discovering interesting regularities, but pretty much stopped calling them laws. Conversely, "theory" became the neutral term for a logically structured attempt to explain something.
I don't know for sure, but I speculate this was due to two things: (i) by about 1900, scientists had created a number of large-scale theories that were wildly successful in making substantive and falsifiable predictions, including (retrospectively) Newtonian mechanics, as well as electromagnetism, thermodynamics, the atomic theory in chemistry, evolution, etc, and (ii) geology and evolutionary biology had really deep-sixed the credibility of traditional religion on natural history, so the presumption that scientists were discovering literal laws had come to look a bit unseemly.```
