So if i spin it slowly the water stays on
therefore this could happen on the earth too
But it has already been stated, which you agreed to, that the earth was spinning at 1000mph. That is by no means slow.
Therefore, it does not make sense.
but maybe radius of rotation AND speed matter

How can gravity hold in entire oceans, yet birds can still fly.
The speed is what matters.
If you count the revolutions of a tennis ball, that could be a hundred days.
but the ball is much smaller than the earth
so we should spin it at a much slower speed to simulate the earth
That we'd need to experiment with.
Or we could just look up the physics of rotation
