You cannot have gas pressure without a container. And ther is no rocket thrust in a vacuum. It has _nothing_ (per vacuum definition) to push off of.
If you have a vacuum, and no object is pulling it towards itself while burning towards it, the eliberation of gas will push you towards the other side.

Point being. If you say that rockets propel itself because it throws out matter the other way. Then literally it has to throw away a lot of mass.
How that works on earth is that it pushes off of the atmosphere in addition to pushing away on the gas it already pushed out.
In vacuum you have none of these things.
