The decision not to enforce the rule was made because the Trump-era EPA is looking to change a regulation about “glider” trucks.

Glider trucks are new vehicles with old engines, traditionally pulled from vehicles where the body was damaged or broken, such as in a crash. But following the development of tighter emission standards for diesel vehicles in the mid-2000s, glider trucks also became an attractive option to members of the trucking industry seeking to avoid the new technology, which has been criticized as more costly and less reliable.

The Obama administration had capped the number of the trucks each manufacturer could make every year, and the Trump administration has been lobbied by the glider truck industry to loosen the cap.

The decision by the Pruitt-led EPA was opposed by an unusual coalition that included manufacturers of new diesel trucks and environmental groups.

The Environmental Defense Fund, one of the groups that asked the federal court to stay the decision under Pruitt, said Wheeler’s memo “is a huge win for all Americans who care about clean air and human health.”

Wheeler’s memo did not say whether he intends to propose a replacement for the Obama-era rule on the trucks’ emissions.

The number of missing juveniles in Iowa is not out of the ordinary, according to the Iowa Department of Public Safety.

"In light of the missing person investigation of Mollie Tibbetts, concerns have come to light about the number of juveniles reported missing in Iowa in recent weeks," Iowa DPS said in a statement.

4,311 juveniles were reported missing to The Missing Person Information Clearinghouse in FY2017, an average of approximately 12 juveniles a day. The vast majority of which are found or returned home within 24 hours—typically, these cases are runaway situations.

The number of missing juveniles reported in recent weeks is in line with historical numbers.

OTTUMWA - A woman is in jail on Friday after she's accused of murdering her daughter.

According to Ottumwa Police, on July 19 at approximately 3:22 p.m., officers received a 911 call reporting an unresponsive five year-old female at a residence located at 127 North James Street in Ottumwa. Police and Fire crews responded to the home. The child was transported to Ottumwa Regional Health Center where she was pronounced deceased. The Ottumwa Police Department requested assistance of the Iowa Division of Criminal Investigation with the death investigation.

Earlier this week, Ottumwa police and special agents with the Iowa DCI conducted search warrants and several interviews.

On Thursday, members of the Ottumwa Police Department and the Iowa DCI interviewed Kelsie Thomas, 22 years old, the mother of the child. During this interview, Thomas admitted to killing her daughter.

Thomas was then arrested and is being held in the Wapello County Jail. Thomas was charged with Murder in the First Degree. No bond has been set at this time until Thomas has an initial arraignment on the charge.
