@Carter It's mainly administrative costs most likely. We can't trust Intact America to effectively and efficiently utilize funds We need to form our new groups or look for groups that don't have bloated administrative costs.

The reality of the situation feels quite dystopian. Parents are choosing different types/levels of invasiveness for their sons mutilation and then the excised tissue is oftentimes sold to the highest bidder to be used in therapeutics.
